Title	GlobModel Call for Proposal is now open for competitive tender

	The Invitation To Tender (ITT) on the DUE, "GlobModel", Ref. AO5076 in the ESA Invitations to Tender, has been published today on EMITS with a closing date of 15 September 2006.
	The European Space Agency (ESA) hereby invites all interested companies from DUE participating countries to submit a tender for the GlobModel procurement. If companies are not yet registered as an ESA bidder, they are invited to obtain access to EMITS by completing a questionnaire, which can be found at the indicated URL below, section Registration Request. The GlobModel project is in preparation for the exploitation element of the third period of the ESA Earth Observation Envelope Programme (EOEP-3). It aims to support the programme's specific objectives to advance the Earth Science agenda on global change, the transfer of research to operational applications, the development of higher level EO products, and to ensure the maximum scientific return on ESA's investments in Earth Observation. The EO User Community addressed by the GlobModel project is the European Earth System Modelling (ESM) community, i.e., operational agencies and research institutes conducting numerical modelling of processes influencing the oceans, atmosphere, cryosphere and biosphere, or supporting these activities through research into new techniques of model-EO data fusion. The overall aim of the contract is to determine how to strengthen the use of earth observation data in the global modelling performed by this user community, in order to fully exploit current and future European investments in earth observation infrastructure. An essential component of the work plan is a close consultation with the user community. This is necessary, both to acquire the information on current capabilities, as well as to ensure that a demonstrable consensus is obtained on the way forward. The outcome shall be a thorough analysis of existing capacities for model-EO data fusion, and a clear understanding of the requirements and priorities of the global modelling community which need to be satisfied in order to obtain the maximum possible benefit from current and future EO sensors. The project shall define a strategy for satisfying these requirements, which, inter alia, is intended to provide ESA with guidance in identifying priorities for the future EOEP-3 DUE work plan (2008-2012). As an illustration of the value of data assimilation in earth system modelling, a demonstration activity shall also be undertaken within the project. This shall directly involve an end user organisation as identified above, both to define the user requirements, and to assess the results.
